Bittensor Unveils 'Full-Stack Intelligence Network' Roadmap: 24 Subnets Generate Up to $35M in Annualized External Revenue, Decentralized Governance Handover by End of 2027

The decentralized AI project Bittensor is outlining an ambitious blueprint, aiming to become what it calls a "full-stack intelligence network"—a network in which dozens of specialized subnets trade services with one another, generate real revenue, and gradually break free from centralized control.

According to Steeves' keynote speech at the Exploit Summit on September 28-29, 2026, this vision depicts a subnet ecosystem covering data, computing power, storage, pre-training, inference, and AI agent functionality: these subnets do not merely coexist, but do business with one another.

The Subnet Economy Begins to Make Money

Data from August to September 2026 shows that 24 subnets are expected to generate $28 million to $35 million in annualized external revenue, with this funding coming from outside the network.

The contributions of the subnets are uneven. Lium SN51 and Chutes SN64, which focus on computing power, are said to have earned more revenue from external customers than the TAO emission rewards they received.

Of these 24 revenue-generating subnets, 14 are using their earnings to buy back their own alpha tokens.

Enterprise-level adoption adds credibility to these revenue figures. Bittensor's client list is reported to include PwC France, Dropbox, and a REIT listed on the New York Stock Exchange.

Gamma Tokens and the Inter-Subnet Market

The next major structural change is the introduction of the Gamma token, a new type of token positioned as usage credits for inter-subnet procurement. If a subnet focused on AI inference needs another subnet to provide storage, it can pay for that service with Gamma tokens.

The Gamma token mechanism is built on Dynamic TAO. Dynamic TAO launched in February 2025 to support market-driven emission allocation. Before Dynamic TAO, emission allocation was more centralized, with root network validators deciding which subnets received rewards.

December 2027: The Decentralization Target Date

Bittensor's decentralization roadmap sets a clear time milestone: December 2027. By then, Steeves plans to transfer control from centralized roles, including himself, to a democratized governance model that empowers all network stakeholders.

As part of this transition, subnet capacity is also expanding. Discussions in 2026 focused on expanding the number of subnet slots from the previous cap to 256.

TAO's first halving occurred in December 2025, cutting daily emissions to approximately 3,600 TAO.
